
Sudan’s government has strongly rejected the formation of a “parallel government” by the paramilitary Rapid Support Forces (RSF), calling it an act of defiance and a threat to national stability.
In a statement issued on Sunday, the Sudanese Foreign Ministry condemned the RSF’s decision to create a rival administration, describing it as “a complete disregard and contempt for the suffering of the Sudanese people.” The ministry blamed the RSF for violence, persecution, and torture, and labelled the group a “terrorist militia.”
Calling the RSF’s move “a phantom government,” the Sudanese government claimed it signalled the defeat of the RSF by the national armed forces. It dismissed the RSF’s newly declared administration as illegitimate and said it would not be recognised.
The RSF and its allies announced the new government on Saturday under the umbrella of the Sudanese Founding Alliance. The alliance named RSF commander Mohamed Hamdan Dagalo as its leader and appointed Mohamed Hassan al-Ta’ayshi as prime minister. Al-Ta’ayshi previously served in Sudan’s transitional sovereign council before the military coup in 2021. According to RSF sources, he is expected to start forming a cabinet soon.
The Sudanese army, led by General Abdel Fattah al-Burhan, condemned the creation of the parallel government and vowed to continue fighting until full control of the country is restored. The military warned that the RSF’s actions could deepen divisions and further destabilise the country.
Sudan remains split by conflict. The army holds control over the north, east, and centre of the country, including the capital, Khartoum. Meanwhile, the RSF maintains control over much of the western regions, including Darfur, although it is being pushed back from central areas.
The internationally recognised government, established in May and led by former UN official Kamil Idris, is still incomplete, with three cabinet posts yet to be filled.
The United Nations has expressed concern that the RSF’s decision to form a rival government could worsen the situation in Sudan. The conflict between the army and RSF, which began in April 2023, has already led to over 20,000 deaths and displaced around 14 million people.
